CI/CD checks back off when the region is short of room
When a create for a check's machine returns no_capacity, host_memory_pressure, busy, rate_limited or a 429 quota_exceeded, the checks of the same account now send at most 4 creates per second together, and none before the response's Retry-After, until a create returns a machine again. The pace then doubles with each machine created and is lifted at 64 creates per second, so checks still get all their machines immediately once room is available. Previously each waiting check retried every 1 to 5 seconds, one create per machine per server, which could add up to hundreds of refused creates per second.
