Fork copies on another server no longer wait minutes for the snapshot

A fork copy that starts on a server other than its source's could stay starting for several minutes when that server was already receiving other snapshot copies, or when the source sandbox ran on one of the newest servers. The copy now starts as soon as the receiving server can take the snapshot, and snapshots on every server can be copied.
