Fewer stalled fork and snapshot starts on another server

When a sandbox created or forked from a snapshot starts on a server other than the snapshot's, the snapshot is copied there first. If another sandbox started from the same snapshot while the copy was in progress, the copy failed at its final check and was not retried on that server for 10 minutes, so the sandbox could stay in starting. The copy now completes.
