Requests in flight grow to your sandbox quota

An account's requests in flight grew by six for each sandbox it holds only up to 1,024 (138 sandboxes). Now an account whose sandbox quota support raised past 138 keeps growing, six for each running sandbox up to that quota: 2,592 for 400 running, so each can stream four commands and two watches at once.
