An account without credit keeps 5 sandboxes

Running, paused or stopped, down from 10; each is still up to 10 GiB of disk. A sandbox you already keep is never cut off: waking or deleting one is never refused, and an account keeping more than 5 makes new ones once it is under. Adding credit lifts the limit.
