Creates from a snapshot no longer fail because its servers are full
When the servers keeping a disk snapshot have no room, the sandbox now starts on another server in the region, once a verified copy of the snapshot is brought there from its backup. That create takes longer (the copy arrives first) instead of failing with no_capacity. Each such create leaves the snapshot on one more server, so a snapshot used often is kept on more servers as it is used.
