MCP server instructions on first connect

When npx withruntime mcp connects through runtime_connect, its answer now carries Runtime's full instructions (limits, cleanup, safe retries), which an agent's first session never saw before. If your client does not show the new tools, restart it: the connection is saved. See MCP.
