A paused sandbox wakes when its server can't take it

A wake whose sandbox's own server is full, out of service or lost now comes back on another server from the sandbox's saved copy, files and memory as they were, where it was refused no_capacity. Each server is checked for this after every release before it takes another server's sandboxes. See pause, wake, extend.
