runtime.apps in the TypeScript SDK, for the Apps private beta

withruntime's next release (npm i withruntime@latest) has runtime.apps: create an App, deploy an image to it, follow the deploy, roll back, and list its versions and copies. Apps is a private beta for now: an account outside it gets product_in_beta (403), with a hint to ask support to join.
