A copy of a snapshot starts even when its servers are full

When the servers holding a snapshot have no room, or spreadFrom rules them out, the create now starts on another server, the snapshot copied there straight from a server that holds it, instead of answering no_capacity. This works from the moment the snapshot is ready, even before its compression ends. See keeping copies on several servers.
