The CLI says when a certificate is not trusted

Behind a proxy or firewall that inspects TLS with its own authority, every call failed as "No answer from Runtime". It now says the certificate presented is not one your machine trusts, with its code, and to point NODE_EXTRA_CA_CERTS at the proxy's certificate.
