Forks succeed when the source is woken during the fork

POST /v1/sandboxes/{id}:fork pauses the source while it copies it. If another request woke the source during that time (for example, a command run on it), the fork returned 409 not_paused, said the source stayed paused, and left its copies running. The fork now returns its copies, and the source keeps running.
