Sandbox list pagination returns every page

GET /v1/sandboxes no longer returns 400 invalid_request (cursor) on the second or later page for organizations whose sandboxes run in more than one cell. Each sandbox is returned exactly once, oldest first, and nextCursor stays an opaque string to pass back unchanged. withruntime sandboxes ls and every SDK's list iterator page through the full list.
