Commands start faster in new sandboxes

POST /v1/sandboxes/{id}:exec and process starts no longer wait for the API to look up the organization's egress secret placeholders. The sandbox supplies them from its host before every command, so each command still receives them. A command in a sandbox seconds old previously waited about 1.4 s for that lookup.
