A wake its server has no disk for is answered at once

A paused sandbox whose server had no disk left for it was asked again for about 20 seconds before it was refused no_capacity ("its host has no disk left"). Nothing on that server was going to give the disk back, so the answer now comes at once. A wake short of CPU or memory still waits for room as before.
