Commands in sandboxes and App copies can open 65,536 files

The open-file limit is 65,536, previously 4,096, and a process can raise it to 1,048,576 without root (ulimit -n 1048576), so one server holds tens of thousands of connections. See Limits of one sandbox or one feature.
