Run a command or copy a file in an App (private beta)

runtime apps exec <app> -- <command> runs a command in an App's live copy, and runtime apps cp <file> <app>:/<path> copies a file onto it or off it. Only an owner's or admin's key may reach into a copy, since it holds the App's secrets. See Apps in the CLI.
