Snapshot starts no longer stop for CPU on one server

A sandbox started from a snapshot whose server was short of CPU for your other sandboxes used to stop with account_busy_here. Now it starts on another server that holds a checked copy of the snapshot, and stops only when none of them has room (or after it has moved 3 times). See A sandbox stopped on its own.
