Runtime for Startups now speaks of startup hours
The machine time is 10,000 startup hours, each an hour of a 2 vCPU, 4 GB sandbox. Storage kept free each month and the at-once limits are what Runtime for Startups includes; the amounts and terms are unchanged. GET /v1/usage now names its fields startupIncluded and startupLimits, with the same shapes. The old fields pot and potLimits still work for 30 days after this change ships, with a warning.
