A worker's own workers share its daily limit

When a key with a daily limit makes keys, the limits of every live key under it, at any depth, now add up to at most its own, so a worker cannot multiply its cap by making workers of its own. Keys are made at most 8 deep, and a key in a compartment makes no keys. See Run a swarm.
